The European Commission has published a report on the possibility to extend mandatory origin labeling for all meat used as an ingredient.
The report, based on an external study completed in July 2013, noted the feasibility of launching mandatory origin labeling and a cost/benefit associated with it including the impact on the single market and international trade.
On the basis of the report, the commission will consider on taking steps to tabling a legislative proposal to regulate the origin of meat used as an ingredient in foods.
The report has highlighted three scenarios, the first one to maintain labeling on a voluntary basis; secondly, to introduce mandatory labeling on the basis of EU/non-EU or EU/ specific third country (Brazil) indication; and lastly, to introduce labeling indicating the specific EU member state or the third country.
The main findings in the report include strong consumer interest in labeling for meat used as an ingredient; and a considerable difference amongst member states of EU on consumer preferences and understanding of origin information and also the levels of motivation and reasons for wanting to have such information.
Findings in the report also reveal that consumer interest for origin labeling ranks behind price and quality in terms of factors affecting consumer choice.
